OLIC(Odidha Lift Irrigation Corporation)& Directorate of Ground Water Development.
OLIC first carved out from Agriculture Engineering wing of Directorate of Agriculture as Directorate of Lift Irrigation in the year 1969 & later on in 1973 converted to Odisha Lift Irrigation Corporation.In the year Jan 1996, Directorate of Ground Water Survey & investigation was created by deployment of Agricultural Engineers & Geologists from OLIC.Later on its name changed to Directorate of Ground Water Development.Mostly these two organizations were run by Agricultural Engineers in Odisha.Though Graduate Civil Engineers were eligible to work in OLIC they hardly continued in OLIC & most of them left the organization getting better opertunity out side.Last recruitment of Agricultural Engineers in OLIC was in the year 1983.So by March,2022, all Agricultural Engineers will retire from OLIC. By 2021, all Agricultural Engineers have retired from Directorate of Ground Water Development.Er Surendra Nath Pradhan served as Managing Director of OLIC for a long period & during his tenure, the Corporation expanded like anything in the state making it a profitable Corporation.The OLIC dig bore wells in the state.Presently it takes up Deep Bore Well Secha Karyakrama in 26 districts of the state excluding Puri,Bhadrak,Kendrapada & Jagatsinghpur.As ground water has depleted in these four districts, these districts have been excluded in the fear of sea water ingression.Second program of OLIC is Cluster shallow tube well project.It is being carried out in 13 districts if the state.For deep Bore well in an area of minimum 5 acre,there should be 4 beneficiaries who have minimum 1 acre land in that 5 acre patch & for shallow tube well in an area of minimum 12.5 acre,there should be 5 beneficiaries who have minimum 0.5 acre land in that 12.5 acre patch.Each beneficiary is to deposit Rs20,000/- in OLIC office(Rs10,000/- for BPL/SC/ST farmers) for this projects.Depth of deep bore well is 80 to 100 meter & shallow tube well is 50 meter.At present there are 1 Executive Director(Technical) post in the rank of Chief Engineer ,9 Superintending Engineer posts,21 Deputy Executive Engineer posts,32 Executive Engineer posts, 119 Assistant Executive Engineer posts,113 Assistant Engineer posts in OLIC to monitor the well excavation work.
The DGWD is presently taking care of survey & monitoring of ground water of the state along with Roof top Rain water harvesting(RTRWH) in the state.They have taken care of RTRWH in most of the office buildings in the state on priority basis.Private buildings having roof area less than 200 Sqm (2150sft) & within 2nd storied are eligible for roof top rain water harvesting under the subsidy scheme of DGWD.Maximum subsidy is Rs45,000/- per house owner who execute this program. At present there are 3 Assistant Executive Engineer posts,6 Executive Engineer posts,2 Superintending Engineer posts & one Chief Engineer post in DGWD.
